Second he wasn't ready for the moment and you gave him no running back for a swing pass. It is obvious that no one was open on the left, he wasn't going to run, no rb to throw to so he robbed over the tallest lineman on the home side straight to the linebacker and returned it to the 15 or so on the visitors side. So yea you can say it was by design and a bone headed Lebby type play with the exception the linebacker didn't have to jump 4 ft in the air to catch it.
