A screen type pass designed to be thrown behind line of scrimmage to running back out of back field can surely be thrown at his feet in High School? To my knowledge throwing past line of scrimmage comes into play when no one is in the area but maybe I'm wrong. RB literally picked up the ball and brought it back to the ref.
