I would typically agree, but what happens if a team shows up with loads of flu, you beat them but lose the next week because your team is riddled with flu. There should be some amount culpability.

Indianola should clearly be in District 3, but they have people on the committee and got in the easiest district in 3a even though geographically they're literally sitting in District 3. Put them where they belong, in district 3, and put Winona in district 2. That makes the most sense geographically.
